Community and Comments Policy
Launch Position
CyberInsightEU considers informed reader participation, substantive disagreement, corrections and specialist knowledge valuable to responsible technology journalism. A functioning community, however, requires more than providing a space for users to post. It requires workable moderation procedures, security safeguards, privacy protections, reporting mechanisms, consistent enforcement, appeal routes and sufficient capacity to respond to abuse or urgent risks.
For that reason, public article comments are not enabled at the CyberInsightEU public launch. This does not mean that readers have no way to participate or hold the publication accountable. Readers may submit corrections, complaints, rights-of-reply requests, contributor proposals, accessibility concerns, privacy requests, security disclosures and other editorial correspondence through the designated channels.
Current Status
At launch, CyberInsightEU does not operate public article comments. New comments are not accepted, legacy comment forms or invitations are not active, and comment counts should not be interpreted as evidence of an operating community where no such feature exists. Automated or spam submissions are not displayed as public discussion. Any decision to introduce comments or another public discussion mechanism will be reflected on this page before the feature becomes available.
Why Comments Are Disabled
A well-managed discussion can contribute technical expertise, corrections, first-hand experience, additional documentation, alternative interpretations and useful questions. Poorly controlled discussion can also expose readers and sources to harassment, threats, discrimination, doxxing, defamation, impersonation, spam, malware, phishing, coordinated manipulation, privacy violations, child-safety risks, misinformation, non-consensual intimate material, commercial abuse and disclosure of confidential information.
CyberInsightEU will not describe an uncontrolled or inadequately moderated forum as meaningful community engagement.

Future Community Features
CyberInsightEU may in the future consider moderated comments, reader questions, expert responses, letters, structured discussions, member communities, live conversations, surveys, reader panels, event participation or other forms of audience engagement. No such feature will be presented as active until the publication has established appropriate moderation standards, public rules, privacy information, retention practices, age and child-safety measures, reporting and appeal procedures, identity and impersonation controls, spam defenses, security protections, accessibility arrangements, legal review, emergency escalation and sufficient operational resources.
Community Principles
Where community functions are introduced, participation will be based on relevance, evidence, respect, accountability, privacy, safety, transparency and accessibility. Contributions should have a meaningful connection to the relevant article or discussion. Factual assertions may be challenged and, where appropriate, should be capable of supporting evidence. Users may criticize ideas, technologies, companies, institutions, policies and public conduct, but threats, targeted abuse and dehumanizing attacks are not acceptable.
Users must not impersonate others, deceptively conceal commercial interests or expose private information. Reporting and moderation mechanisms should remain reasonably accessible to participants.
Permitted Disagreement
CyberInsightEU would not ordinarily remove a contribution simply because it criticizes an article, challenges the publication, disagrees with an author, questions an institution, expresses an unpopular position, identifies a possible reporting error, challenges a sponsor, criticizes a technology company or disputes a political position.
The publication distinguishes substantive disagreement from abusive conduct. Community moderation is not intended to manufacture an appearance of unanimous support for CyberInsightEU, its contributors, advertisers, technologies or editorial positions.
Prohibited Conduct
If public comments are introduced, prohibited conduct may include credible threats, encouragement of violence, targeted harassment, stalking, doxxing, publication of private addresses or identity documents, hate-based attacks, dehumanization, sexual harassment, non-consensual intimate material, child exploitation, impersonation and fraudulent representation.
It also includes malware, phishing, credential theft, spam, paid-link placement, undisclosed advertising, coordinated manipulation, fabricated emergency information, instructions intended to facilitate serious unlawful harm, publication of passwords or private cryptographic keys, exposure of confidential sources, repeated disruption, unlawful copyright infringement and other conduct that creates an unacceptable security, privacy or safety risk.
Personal Attacks, Hate and Discrimination
Discussion should focus on conduct, evidence, decisions, policies, technical claims, arguments, products, organizations, public roles or documented behavior. Personal attacks based on irrelevant characteristics, family relationships, appearance, disability, ethnicity, religion, gender, sexual orientation or another protected characteristic are not acceptable.
Public figures, companies and institutions may be subjected to strong criticism, but criticism does not extend to threats, doxxing or targeted abuse.
Community functions must not be used to promote hatred, exclusion or violence against people because of protected or vulnerable characteristics. Reporting or discussing discriminatory language may be permitted where it is genuinely relevant and properly contextualized. Offensive terminology should not be repeated solely to provoke or intimidate participants.
Threats and Violence
A contribution presenting a credible or specific threat may be removed and, where appropriate, escalated for further review. CyberInsightEU may consider the apparent target, specificity, immediacy, capability, location, surrounding context, repetition, references to weapons, publication of personal information and potential risks to children or vulnerable people.
Relevant records may be preserved where reasonably necessary, and competent authorities may be contacted where required by law or considered necessary to protect life or safety. Community moderation is not an emergency-response service and cannot guarantee emergency intervention.
Privacy and Doxxing
Users must not publish another person’s home address, personal telephone number, government or identity number, private email address, financial-account information, health information, precise private location, information identifying children, private photographs, workplace access information, passwords, authentication credentials, intimate information or confidential communications without an appropriate lawful and public-interest basis.
Information may amount to doxxing even where individual details are technically available elsewhere if combining or presenting them creates a reasonably foreseeable risk to the affected person.
Children
Participation involving children requires stronger safeguards than ordinary community interaction. Before activating a feature likely to attract participation from children, CyberInsightEU will establish an appropriate age framework, privacy controls, child-safety reporting, protections against grooming and exploitation, advertising and profiling restrictions, retention practices, educational guidance, escalation procedures and responsible personnel.
Children should not be encouraged to disclose personal contact details, school information, precise location, family information or private photographs in public discussion.
Self-Harm and Crisis Content
Material concerning suicide, self-harm or an immediate personal crisis requires careful handling. CyberInsightEU may remove content that encourages self-harm, provides dangerous instructions, romanticizes or glorifies suicide, creates competitive behavior, pressures a vulnerable person or otherwise creates a foreseeable risk of harm.
Where a person appears to face an immediate danger, CyberInsightEU may direct the person toward appropriate local emergency or professional assistance where practical. CyberInsightEU is not an emergency service and cannot provide crisis intervention.
Misinformation
An inaccurate statement does not automatically require removal. Moderation may consider the seriousness of the error, available evidence, potential immediate harm, health or safety implications, election-related consequences, impersonation, coordinated activity, opportunities for correction and whether contextual information is sufficient.
A controversial political, scientific or technological position is not removed solely because it is disputed. However, materially false practical information concerning emergencies, safety, voting procedures, health or other situations where incorrect information may create immediate harm may require faster intervention.
Defamation and Allegations
Community functions must not be used to publish unsupported allegations that a person or organization has committed criminal conduct, fraud, abuse or other serious wrongdoing. Depending on the circumstances, CyberInsightEU may remove or restrict an allegation, request supporting evidence, seek legal review, offer a right-of-reply route, refer the matter to the Editorial Office or handle it through a separate reporting process.
A comment thread is not a substitute for the verification, sourcing and editorial review required for serious investigative allegations.
Commercial and Political Manipulation
Community functions must not be used for undisclosed advertising, backlink sales, affiliate promotion, recruitment schemes, repeated commercial self-promotion, fabricated testimonials, reputation-management campaigns, political astroturfing, undisclosed paid endorsements, referral spam, deceptive fundraising or concealed client campaigns.
Where a material commercial relationship is relevant to an otherwise permissible contribution, the relationship should be disclosed.
Political discussion and advocacy may be permitted where relevant to the subject under discussion. Users must not impersonate candidates or political organizations, conceal paid campaign activity, distribute false voting instructions, coordinate harassment, threaten election personnel, use synthetic media deceptively, suppress lawful participation or disguise paid political communication as independent reader commentary.
Coordinated Manipulation and Impersonation
Coordinated manipulation can involve multiple fabricated identities, repeated copied submissions, purchased engagement, organized harassment, undisclosed campaign control, bot-driven activity, artificial consensus, reputation attacks or systematic link placement.
CyberInsightEU may restrict coordinated activity where there is sufficient evidence that it is undermining the integrity or safety of the community, even where individual messages appear acceptable in isolation. The publication does not publicly accuse users of coordinated manipulation without an adequate evidentiary basis.
Users must not impersonate readers, authors, editors, journalists, companies, public authorities, political candidates, researchers, security professionals, sources, sponsors or CyberInsightEU itself. Parody and satire may be permitted where the nature of the content is sufficiently clear that a reasonable reader is unlikely to mistake it for genuine communication.
Links, Images and Attachments
Links may be removed when they direct users toward malware, phishing operations, credential theft, deceptive services, unlawful personal-data exposure, non-consensual material, paid-link schemes, spam, concealed advertising or other unsafe destinations. A link is not removed merely because it is critical of CyberInsightEU, a contributor, advertiser or technology company.
User-uploaded files and attachments will not be introduced until appropriate storage, malware detection, rights review, privacy controls, synthetic-media assessment, child-safety safeguards, moderation procedures and retention practices are available.
Where uploads are enabled, images and files may be assessed for format, malicious content, copyright concerns, personal information, intimate material, graphic content, location information, document metadata and relevance.
Moderation Model and Actions
If community functionality is introduced, CyberInsightEU may use different moderation models depending on the feature. These may include pre-publication review, post-publication moderation, trusted-user participation, restricted subject areas, time-limited discussions, expert responses, invitation-only participation or other controlled formats.
The operating model will be described accurately. CyberInsightEU will not imply that every comment is reviewed before appearing if the system actually relies on post-publication moderation.
Possible actions include taking no action, requesting evidence, issuing a warning, adding contextual information, reducing visibility, removing material, closing a discussion, temporarily restricting participation, permanently restricting participation, suspending an account, removing an unsafe link, preserving relevant records or escalating a safety issue.
Silent alteration of a user’s words should generally be avoided. Where removal is necessary, removing the material is ordinarily preferable to changing its meaning without notice.
Reasons and Appeals
Where reasonably possible and safe, a moderated user should receive a concise explanation identifying the relevant material, applicable rule, action taken, duration where applicable and available appeal route. Details may be limited where fuller disclosure would expose security controls, another person’s private information, a confidential report or an active investigation.
An appeal mechanism will be established before public comments are activated. An appeal should identify the moderated content, action taken, reason the user believes the decision was incorrect, relevant context, supporting evidence and requested outcome. Where practical, an appeal receives fresh consideration rather than simply repeating the original decision.
Repeated appeals that add no meaningful new information may be closed.
Reporting and Records
A future community system will provide reasonably accessible ways to report threats, harassment, hate, impersonation, privacy violations, child-safety concerns, spam, commercial abuse, misinformation, malware, copyright issues, self-harm risks, synthetic deception and other significant concerns.
Reporters should not be required to provide unnecessary personal information.
CyberInsightEU may maintain proportionate records concerning reported material, relevant user information, reports received, moderation decisions, applicable rules, reviewer, dates, appeals, outcomes, safety escalations and retention decisions. Such records are protected and retained only for as long as reasonably necessary for moderation, security, accountability, legal compliance or other legitimate purposes.
User Privacy and External Platforms
If comments or other community functions are introduced, CyberInsightEU will explain the personal information involved, including where relevant public profile information, security logs, IP-related information, cookies, moderation records, retention periods, service providers, lawful disclosures, deletion rights and archival treatment.
Closing an account does not necessarily mean that previously published public material will immediately disappear where retention is necessary and lawful. The applicable treatment will be described in the relevant privacy information.
Discussions occurring on third-party social networks remain subject to those platforms’ own rules and privacy practices. CyberInsightEU may moderate or restrict interaction on its own external accounts where the platform provides appropriate tools, but cannot control all subsequent reposting, copying or discussion hosted elsewhere.
Letters, Questions, Surveys and Contests
CyberInsightEU may accept reader letters or structured responses while public comments remain unavailable. Submitted letters may be edited for length, clarity, factual accuracy, privacy, legal concerns, relevance, duplication, abuse or disclosure. Identity and material interests may be verified proportionately. Publication of a reader letter does not mean CyberInsightEU adopts its views.
Reader questions may contribute to explainers, interviews or other editorial work, but submission does not guarantee publication, an individual response, confidentiality or agreement with the question’s premise. Sensitive source information should not be provided through an ordinary public question form.
Surveys should identify their purpose, sponsor or organizer where relevant, information collected, methodology, limitations, retention, publication plans, anonymity, incentives and privacy treatment. A voluntary reader survey should not be presented as representative of the wider population without appropriate methodology.
Any contest or giveaway should be governed by separate terms identifying the organizer, eligibility requirements, entry period, prize, selection process, data use, sponsor, applicable jurisdiction and other relevant legal conditions.
Consistency and Transparency
CyberInsightEU aims to apply community standards consistently to political viewpoints, technology companies, advertisers, critics, supporters, public figures, ordinary readers, contributors and the publication itself. Consistent moderation does not require identical outcomes where the seriousness, context or risk of conduct differs.
Advertisers and sponsors do not receive immunity from lawful criticism merely because they have a commercial relationship with CyberInsightEU.
If community functionality is introduced, CyberInsightEU may include information about moderation activity in its Editorial Transparency Report, such as submission volumes, removals, restrictions, appeals, restored content, spam, security incidents, privacy concerns, coordinated manipulation, child-safety issues, response times, policy changes and relevant operational limitations.
Activation Review
Before introducing a public community feature, CyberInsightEU will assess whether appropriate rules, moderation ownership, trained personnel, reporting and appeals, privacy controls, security measures, child-safety safeguards, accessibility, retention, legal review, incident escalation, provider arrangements, backup procedures and abuse-testing processes are sufficiently established.
